The price on this varies depending on where you live at.  Some people are getting it for $9.98 some people are seeing $19.98.  So, your mileage may vary.

If this is showing up as $19.98, you could try printing out the initial page (before you put in your zip code) that says $9.98 and asking your local Lowes to match the price.  Again, YMMV.

If they won't do it or you don't want to mess with it, here's your next best option...
